Salt Lake's new Symphony Hall immediately became a cultural center for the city when it was opened to the public for tours.   People inside the building and on the grounds attested to the potential for the hall's use.   The gala opening concert of the Utah Symphony in its new home will be telecast in the Wasatch Front area from Provo to Ogden on KSTU-TV, channel 20.   The 8 p.m. Friday performance also will be simulcast by Radio KUER-FM.   Stanislaw Skrowaczeski will direct the symphony in its first-ever concert in the hall, which has already won praise for accoustics and aesthetics.
